MARTA Service Cuts Now a Reality
MARTA service cuts now a reality     By Ariel Hart <mailto:ahart@ajc.com>  and Katie Leslie <mailto:kleslie@ajc.com>    The Atlanta Journal-Constitution   6:53 p.m. Monday, September 27, 2010   Jyndiyah El-Amin knew that the big MARTA cuts now rolling out would mess with her Waffle House staff on Roswell Road.   And they did. Out of seven employees on the 7 a.m. shift this weekend, one showed up on time. Waiting for the others to trickle in, the night staff had to keep working.   Then came Monday, and the workweek. In the pre-dawn rain, Marlon Robinson stood waiting at the Lithonia park-and-ride lot for the commuter bus No. 216 to pick him up. Notes from the June 12, 2006 MNA Traffic Committee meeting.

Issues/Topics:

Festivals In general this falls under insufficient APD to enforce traffic issues - illegal parking, fistfights over standoffs (one-lane traffic jams), traffic jams at intersections, etc. Gridlocks are occurring at numerous intersections across the neighborhood. Peggy Denby and Steve Brodie will be addressing via the NPU approval process and APD's staffing requirements for large festival permits. This brought to real concern with the Falcons coming to Grady HS and Piedmont Park for a "meet the team" event and scrimmage, on Aug. 5. A meeting with the Falcons has since been held and was positive; also, Morningside-Lenox Park neighborhood association reports a favorable meeting with Zone 6 APD officers regarding addressing festival impacts.

Traffic Committee Meeting - notes 4/10/06
Traffic Committee Meeting Notes
April 10, 2006

-Review of Dogwood Festival traffic disaster areas, such as 7th and Mentelle near Charles Allen – APD refused to ban parking on one side of the street, so both streets became one-lane roads. “Mexican standoffs” occurred, sometimes festival goers would get out of their cars to direct traffic; one fight broke out between opposing motorists and 911/APD had to be called. APD indicated the neighborhood could apply for a road closure permit to alleviate parking/traffic mess in the area.

- In posting Emergency No Parking signs, an APD officer MUST accompany neighborhood staff at all times. This will necessitate hiring MPSA officers for each festival (Dogwood, Peachtree Road Race, Pride). Takes approximately 4 hours to post necessary signs, for a cost of $120 in MPSA officer time (so $360 annually). Thus, the Traffic Committee may need to submit for a budget now to MNA.

- The City (Traffic? APD? Both?) is getting away from enforcing

Traffic Committee Meeting 3/3/06 - Notes
A brief meeting, and as much a status check on existing projects.

Parking permits project for Myrtle and adjacent areas is progressing slowly but is progressing.

A survey is needed of all intersections needing stop bars, as a visual cue for drivers not to run stop signs. To be assigned.

Speed hump project for Charles Allen Dr. is still in verification phase.

City is out of “buttons” for installation on Myrtle at 4th St. and at 10th St.; no idea when the back-order will come in for installation.

Dogwood Festival parking requests for Midtown have been submitted to APD officer in charge; follows same pattern as last year.

Cost estimate from City for new sidewalk across traffic island park at Monroe and Greenwood Ave. came in at $15,000 (new sidewalk would be built into excess lane width of Monroe Drive); neighbors have requested pursuit of this for sidewalk on the existing park land to reduce cost and actually get a sidewalk installed.

The focus of the meeting was on ways to curb aggressive speeding and chronic stop sign running on Myrtle Street.

Myrtle resident, and certified traffic engineer, made a group of recommendations based upon walking the street and personal observations.
Given his recommendations and much conversings between us at the meeting, a number of issues and possible mitigating measures were dicussed, such as:
line-of-sight hazards at intersections being sufficient to warrant stop signs; lane width reduction to encourage drivers to slow and notice stop signs to stop, installation of "stop ahead" signs to reinforce stop signs in place, pro's and con's of center lane striping, pro's and con's of bicycle lane striping.

The results of the meeting are as follows:

1) Stop sign studies will be conducted for 9th, 8th, 6th, 5th and 3rd Streets - for the purposes of determining the need

Traffic Committee Meeting Notes
Oct. 7, 2005

Guest attendee – Dan Hourigan, Midtown Alliance

Topics

? Midtown Alliance (“M.A.”) project updates:

-Immediate projects include replacing traffic detector loops in the pavement, new walk signal heads, re-timing of lights, and new traffic signal lights.
-The reported Juniper traffic calming plan is more a scheme, and includes reduced lane width on off-peak traffic hours. M.A. is putting together a new funding proposal to that end. Have had some success with West Peachtree. The West Peachtree and Peachtree projects are slated for completion in December. North Peachtree, from 10th north, will begin in about a year, and includes lane reduction. 14th Street will be addressed as part of the GDOT project and the new bridge. The M.A. hasn’t gotten to Spring Street yet nor to 5th Street and Peachtree Place, as funding is an issue.
-Piedmont Ave. from Ponce de Leon (PDL) to 10th Street is out of the Improvement zone for M.A., so if any

Cross Walk Signs
I have noticed pedestrian crossing signs in the Highlands areas. These signs are posted right in the middle of the crosswalk. It seems to accomplish two goals. First, allowing the motorist to actually take notice that there is a posted cross walk instead of mowing over pedestrians. Second getting motorist to SLOW down. It seems it would help the situation on Monroe as well as other spots in Midtown where motorist seem to think they are racing on the expressway instead of driving a reasonable speed through our neighborhoods. The speed Limit has been reduced on Monroe but has done nothing to slow people down let alone encouraged motorist to pay attention to those of us who walk in the neighborhood and who legally cross the street. How can we get these cross walk signs installed...after it is the LAW to stop for those crossing in the cross walk.

FYI: Proposed installation of new traffic light at 8th & Juniper Street intersection and change of 8th Street (between Peachtree and Piedmont) to be two-way. Gellersted, developer of 905 Juniper St Mixed Use development will fund the project. The 908 Juniper Condominiums (corner of 8th & Juniper) supports this proposal.
